41 MURRAY: LIQUOR-LICENSE APPLICATION FOR EAMONN’S IRISH PUB
This was a formality of some kind, for the committee had already approved Eamonn’s request some months ago (after a transfer of ownership). Once it was determined that the NYPD says Eamonn’s is going above and beyond in reining in underage drinking (and associated bad behavior), it passed 6–0. Interesting: Eamonn’s doesn’t allow men under 25 or women under 23 (to drink, that is). As a man who was once 24, I question whether that can possibly be legal or at least fair.
40 HARRISON: LIQUOR-LICENSE ALTERATION FOR JOSEPHINE
The owners of Josephine are planning on adding 13 outdoor tables (26 seats), and they’d like to serve beer and wine there, the way they already do inside. It passed 4–0 (two of the members appear to have left soon after arriving—I guess I wasn’t paying attention). By the way, there’s been a bit of back-and-forth about the merits of Josephine here.
61 MURRAY: LIQUOR-LICENSE APPLICATION FOR PALERMO PIZZA
Palermo is the pizza place I announced was closing (um, it’s not). The committee was also under the impression that it was becoming a new pizzeria, but I confirmed outside in the hallway afterward that the current owners (who have owned it for two-and-a-half years) simply want to start selling beer and wine, which the committee approved 4–0, with a closing hour of midnight (1 a.m. on Friday and Saturday).
361 GREENWICH: SIDEWALK-CAFÉ RENEWAL FOR FLOR DE SOL
The application was for seven tables, though the restaurant only puts five out there. 4–0.
305 CHURCH: SIDEWALK-CAFÉ APPLICATION FOR STUZZICHERIA
Stuzzicheria wants nine tables (18 seats). Passed 4–0, after some discussion whether Burrito Bar had more tables back in the day.

Six tables, 12 seats, 4–0.

STREET ACTIVITY PERMIT FOR DOWNTOWN VISITING NEIGHBORS’ MURRAY STREET FESTIVAL
The Downtown Visiting Neighbors would like to close Murray between Broadway and Church on Friday, Sept. 23, from 8 a.m. to 7 p.m. (the event itself will be 11 a.m. to 6 p.m.). I was out in the hall talking to the folks from the Tribeca Film Festival, so I missed the part where—if I’m inferring correctly—it was mentioned that there might be construction on Murray that day. The vote was 3–0–1; the abstainer felt it hard to vote if the date or street might have to change because of said construction.
Note: The hearing I was excited for—a liquor-license application for 116 Duane (a.k.a. the old Capital Audio Electronics space)—was postponed for a month. It turns out that a vocal community member with a history of opposing liquor-license applications lives in that building.

If the Josephine owners can’t figure out how to first staff and run the indoor part of their restaurant, how will they ever handle additional outdoor seating? The place is never crowded, so you would think that the service would be overly attentive – it’s not. Pretty basic mistakes.
Outdoor seating is great if there is plenty of room on the sidewalk–regardless of the service levels. There are never enough outdoor tables on a nice evening.
Yes, poor service can always be overcome with ample seating and a fresh breeze.
