The Barleycorn Compromise

Barleycorn Murray entranceThe second hearing regrading Barleycorn—the 8,000-square-foot bar and restaurant coming to two floors at 23 Park Place—at the Community Board 1 FiDi Committee produced results. Residents had been concerned that the 20 Murray entrance would also be used, as Murray is saturated with bars. The following stipulations were agreed to by Barleycorn’s owners:

1. The main entrance will be on Park Place, and at all times large groups will enter only from Park Place.

2. The Murray Street entrance will close at 9 p.m. For the first year, the owners will have to come back to CB1 every six months in order for the community to express any problems related to the Murray Street entrance. If problems are reported by the community, CB1 may revoke its agreement to use of the Murray Street entrance and recommend to the State Liquor Authority that the Murray Street entrance be closed.

3. Windows and doors must be closed at all times. The owners plan to make a proposal to NYC Landmarks to alter the facade. If the owners want to have windows or doors open the street, they must present CB1 a request for its approval. CB1 would have to make a recommendation to the SLA only if it is satisfied with the owner’s plan.

There was a State Liquor Authority hearing last week at which the owners reiterated their agreement to the above. And then this tidbit came out: The Murray Street entrance will be for a brick-oven pizza area, while the Park Place entrance will be for an oyster-bar type of restaurant. The second floor is the event space, and entrance to it will be exclusively from Park Place.
