Hawksmoor is a London-based steakhouse chain. I don’t know whether “Level 3” means the street level (with 1 and 2 being the sub-basement and basement levels) or the second above-ground floor (with 1 being the street); what I do know is that the WTC could really use something like a restaurant to warm up the chilly street level. It’s like Gattaca there.

Re: Pearl Paint 2. A two story addition that bridges across its neighbor to the west. Check out the orange netting in place. It will be a huge visible presence on Canal Street.
