WARREN 77: FOLLOW-UP ON NOISE COMPLAINTS
Warren 77 neighbors said that the problem has gotten better: “Everything he said he’d do, he did,” remarked one about owner Matt Abramcyck, who wore his best “Catskill Mountains” trucker hat to the meeting (he’s the one in orange in the photo). There’s still work to do on the vibrations bothering next-door neighbors, and everyone agreed that they should meet elsewhere to hash it out.

471 WASHINGTON: AMENDMENT TO PREVIOUSLY APPROVED VARIANCE
The owners of 471 Washington—the new-build going up at Canal—want to ditch the plan of using the ground floor for commercial purposes and instead make it residential. (Smart!) There will now be 12 residential units in the nine-story building; the ground-floor ones will be duplexes. (Duplices?) Approved 3–0.

17 MURRAY: APPLICATION FOR LIQUOR LICENSE
The restaurant/bar currently known as 17 Murray—confusion reigned until everyone realized that that’s the name and the address—is changing hands. From the sound of things, the Dark Horse Tavern—as it appears to be known—will be a lot like 17 Murray. Proprietor Brian McLoughlin (?) currently has a bar on Fulton called Liam’s; his business partner has been co-manager of a Cliff Street bar for a long time. The committee voted 4–0 to approve closing hours of 1 a.m. on weeknights and 2 a.m. on weekends, and live music only for private parties in the below-ground level.

PIZZERIA LUZZO’S (275 CHURCH): APPLICATION FOR LIQUOR LICENSE
With a closing hour of 11 p.m., there was little to discuss. Approved 5–0.

BRICK (22 WARREN): APPLICATION FOR ALTERATION OF LIQUOR LICENSE
The owner of Brick, John Ginty (standing at far left), wants to convert the downstairs bar from a service bar (which can only serve employees—i.e. waiters) to a stand-up bar (which can serve patrons). He says that the downstairs is only used for parties: “We just want to do some private dinners and wine tastings.” There was much debate as to whether someone should call Suellen Epstein, a neighbor who has voiced concern about noise on Warren, until people seemed to realize that if she cared she’d probably have come to the meeting. Approved 4–0–1.

BENVENUTO (189 FRANKLIN): APPLICATION FOR UNENCLOSED SIDEWALK CAFÉ
Benvenuto proposed sidewalk seating for 48 people at 24 tables, but the committee liked the idea of only one row of 16 tables instead of two rows, so the owner said in that case they’d make the tables a bit bigger, which bothered no one. Also: He plans on offering waiter service outside. Approved 5–0. (Quote of the night came from the restaurant’s lawyer: “I helped write the sidewalk-café laws when Lindsay was the mayor.”)

PEPOLINO (281 W. BROADWAY): RENEWAL OF UNENCLOSED SIDEWALK CAFÉ
I thought this would pass in a breeze—Pepolino‘s seating already exists and no one seems to mind—but one of the public members of the committee (I don’t mention them much or note their votes because I’m not sure they matter—no offense!) raised a series of objections that I couldn’t quiet hear because I was running out of the building.
