Trimom commented on the site: “Why does Blood Manor get to barricade off the entire block between Leonard and Franklin plus use a portion of Leonard Street for their ticket trailer for five to six weeks each year? They are only open evenings three to four days a week but have the street blocked 24 hours a day. How does one little store front get free use of an entire city block and disrupt street access for all the other buildings on the block?”
It happens that I have pursued this same question since I have gotten many complaints about this and followed up — more than once — with the Department of Transportation, Community Board 1, the NYPD and the Street Activities Permit Office (SAPO). (Really, more effort than it was worth, but it snowballed and then got me so frustrated that I couldn’t stop.)
The short answer: They are permitted by the city.
Longer answer: SAPO told me on the phone that they had a permit and the DOT sent out its inspectors to check. DOT sent me a permit starting Oct. 25 and running to Nov. 9, for the following: “the partial use of a sidewalk closure on the west side of Broadway between Franklin and Leonard AND the west curb lane on Broadway between Franklin and Leonard for the placement of a que (sic) line. A five foot pedestrian walkway must be kept clear at all times. Do not block bus lanes, fire hydrants or crosswalks.” They also had one for the previous two weeks.
People have the right to line up on the street — even Bubby’s has a queue — but owner Jim Lorenzo said he is trying to make it safer for both his guests and neighbors. “The only thing that is for us is an expense, and it’s part of doing business,” he said. “We don’t make money having people line up — we are just trying to keep everyone safe.”
“There are only five or six open storefronts on our block at this point,” he said. “Most of our neighbors are happy to have us back.”
So yes, they are permitted. And they are allowed to have the barricades out all the time per the NYPD, not just the hours on the permit, since it would be impossible to clear the street each night.
For the record, CB1 told me that this sort of thing goes through SAPO, and it was not brought before them for approval. The NYPD said the 1st Precinct issued the no parking signs and the location does have a SAPO permit.
Good for them! Blood Manor is a Tribeca institution and gives our neighborhood character. Never been inside though.

The unveiling of the Marlboro Team Penske race car that won 3 Indy 500 Hundred was the Cover story for Sports Illustrated .

On each and every event THE MOST IMPORTANT ELEMENT IS SAFETY .
I’m really not sure what this completely false article is not seeing.
We are very thankful for the years of success. To think that we operate without every element of safety being the most important factor then you couldn’t understand event production .
I’m told by many of our neighbors how nice it is to have us back to bring back excitement and fun back to Broadway .
Look around at all the empty store fronts , look around at the homeless sleeping in door ways .Wake up and clean up your own mess . We are governed by DOB , FDNY , NYPD , DPO .
We are fully insured and have every necessary Certificate, Inspection and Permit needed to run a safe and controlled event .
The parking lane is in place for the absolute safety of both guests and pedestrians. We operate for 22 days a year .
We Pay Rent for 365 Days a year .
In case we all forgot Halloween 2018 when the terrorist drove on the sidewalk running people over I Tribeca .
We also host community and charitable events, take as much time seeing who we are and how we always do the right before posting liars .

We live up the block (first year on Leonard) and we think this is very cool! It’s a super short time on the calendar and no one is put out by the spot. It is also very cool to see people having such a good time in an interesting and fun way. Kudos to you Jim.
I agree! Bloodmanor is nice for the neighborhood for the holiday … and scary fun! I’ve been to Bloodmanor & Jimmy Fallon Haunted which were both fun but have to admit, Bloodmanor rocks!! Jim, the owner, asked me if his establishment was an issue … which tells me that he is concerned about his neighbors and has the appropriate permits. People & the city should be concerned about the “construction” site across the street which has been there for years, has no sidewalk just a single person walking path … and garbage & rats!
Why has no one mentioned the noise from the shrieking crowd reacting to the loud sidewalk entertainment provided by Blood Manor into the late hourrs? Those of us who live across the street, above or to the left or right of Blood Manor have a different view of what Blood Manor “adds” to the neighborhood.
