I checked the NYCStreets Permit Management System (which was down for a while but seems to be going now) and saw that it is a Department of Design and Construction “major reconstruction” project with permits for Triumph Construction going till June 19. And then I asked the Friends of Duane Park, and they learned that they are installing water catch basins as a flood mitigation measure.

Seems like a good idea.
