I agree that this is a healthy discussion to be having, and I would guess that the issues will only get worse as the weather gets warmer and the kids want to be outside. I keep seeing reference to "kids from 276" and wonder if anyone has contacted the school administration. I realize that they have no responsibility for kids after hours, but think that the school leadership would care enough to have a meaningful discussion on the consequences of dumb teenage behavior. When I was on the Tribeca Committee we had a public member whose business was creating side walkcafes and he kept pushing and pushing to "clean" up Canal Street so people could sit outside amid the gas fumes. We fought him at every turn hoping to keep Canal St the last frontier of old manufacturing downtown, of old artist supply stores and army and navy surplus. Now even our committee is kaput. I'm a bit vague on this, but the State Liquor Authority requires a new license if a certain percent of ownership or the "method of operation" changes. I've certainly seen bars and restaurants change direction when a new partner comes onboard, but never with a "for rent" sign preceding it. the barriers are actually put up by the doorman at 456. The police presence is sporadic at best and when they do show up they are usually gone by 6pm when the problem begins to get worse. I have pictures of more than one offender with license plate but the police didn't seem to care when i tried to discuss the issue at the precinct. When the barricades are not there most cars (usually all NJ plates) don't even stop at the stop sign.
