In a one-day, weekday survey of the Civic Center area (an area of Broadway to West Broadway, Franklin to Reade; plus Duane and Reade extending to Centre) in 2010, 244 government parking permits were found in use. Only 5% (11) were genuine permits used legally. 95% (233) were genuine permits used to park illegally--58% (141)--or bogus permits--38% (92). The 92 Bogus permits break down thusly: 41% Union; 19% Fake; 16% Expired; 12% Xeroxed; and, 12% Personal effects masquerading as permits (including but not limited to transit vests, patrol manuals and even a sheet of paper scrawled with the letters “NYPD.”) The study notes: "Why is illegal parking so common among permit holders? The evidence suggests that there are too many cars for too few spaces. According to a Lower Manhattan parking study by the DOT and the New York City Economic Development Corporation, 'vehicles with law enforcement permits use 127 percent more space hours than are designated for them from 9AM-5PM.' A Schaller Consulting study, Top 10 Drive-To-Work Census Tracts in Manhattan, found that 'government workers are twice-as-likely to drive to work than private sector workers.' They're on "official business" every day at the same spot, nowhere near any police or government office. They park in loading zones forcing delivery vehicles to double park, which is the #1 cause of traffic congestion. Ms. Ramey in particular did a huge disservice to the school. To put it in strictly economic terms the landlords are trying to charge new rents that the market will no longer substain. The Target store is terrible and unlike the big ones in other cities which are really terrific in their mission: huge selection, lowest pricers in town. Here Target prices are mostly comparable to and often higher than those found in other stores. A rip-off and trading on its reputation for undercutting prices -- and not even a wide selection of goods. It deserves to do badly and to close. As for TJ's we have lost our chance as one is now scheduled to open a few blocks above Canal on 6th Ave. A schlep, I suppose, but do-able. And why has TJ's opened only one liquor store (the one at the first, 14th St. branch)? The idiotic New York State liquor laws do not allow liquor to be sold in food stores, so the one on 14th is next door. You can send a 150 word email the Commissiomer, and maybe other senior executives of a NYC agency by going to their page on NYC.gov. In theory, City Hall tracks those complaints and responses, but I wouldn't hold my breath. Nonetheless, it is another way to complain to relevant agencies.
