Let's look at this more simply... a 50 story building in Chinatown one block from Canal Street... This is the definition of illogical as it would stick out worse than the Citi Tower in Brooklyn. It will devastate the character of the neighborhood, not to mention being extremely unsafe. Where else in the world have they even considered a 50 story jail/prison? The haven't for obvious reasons. Even the Dept of Corrections stated safety objections to the idea.
