UPDATE: Congratulations to Robert Ripps! The arrow is indeed in front of 50 Hudson (soon to become a chocolate bar), pointing north. I asked at Paul Kohn Design if anyone there knew why it was there, and they said no, nor did their landlord (the chocolate bar entrepreneur).

Hudson street?
It took me a little while- I know I have walked by it a million times, and for some reason thought it was on Greenwich, but then I remembered where I had seen it, outside of 50 Hudson Street (by Thomas).
