(By the way, just because I call it a tax doesn’t mean I personally think it’s a bad idea. I simply think we need to be clear about exactly what a BID entails.)

2) City Hall Park – Discussion Skip Blumberg, the main force behind Friends of City Hall Park—and what he accomplished with the Warren Street cut-through is impressive—recently emailed CB1 about the park, so I think it’s safe to say we’ll be discussing the issues he brought up: “1. The overuse of the NE Lawn by the middle school has worn away the costly turf for the fourth time, with top soil depleted with each rainfall, so that only a bare sandy field remains. The worst part is that the overuse has compacted the soil, which threatens the great old (and expensive) trees. All the trees throughout the park need DPR Forestry attention ASAP, with 4 in the NE Lawn and several others in the park in dire need. 2. The gates to the NE Lawn east of Tweed, which had been agreed by DPR to be open when school is not is session, remain locked 95% of the time. Tweed building staff, DPR maintenance and NYPD should be instructed to unlock the gates as agreed. Especially during summer months, our densely populated residential neighborhood and proliferation of pedestrians on Chambers Street are desperate for short cuts and green ways through the park, as well as access to the play field that the school uses. 3. Although Friends of City Hall Park has recommended permanent seating in the NE Plaza, the 80 café chairs originally purchased after the 2007 agreement went missing and were replaced with 20 plastic office chairs, with only 10 of the 20 original café tables remaining. These tables and chairs are only occasionally set up. Installation of permanent seating on the NE Plaza would preclude costly DPR staff time of setting up and the cost of continuously replacing missing furniture, as well as guaranteeing the seating on this broad plaza that is well appreciated in all seasons. Until then, the tables and chairs should be set up everyday whenever the park is open.”

  1. BIDS are just a waste of money. They allow larger special interests who primarily benefit from these specifically targeted “services” to foist the cost of these services onto everyone else in the neighborhood. Once a BID is established the costs continue to escalate unabated.

    I would be fascinated to find out what this BID will do for Hudson park in terms of services that are not already provided by parks department.

    Should prove to be n interesting topic… I.e. what does $10,000,000 annually get you these days? Let’s get some details.

    Frankly our taxes are supposed to provide these services… Do we really need another tax?

  3. Yes Christy,

    The Battery Park City Authority touched upon Asphalt Green and refunds. They appear to be in the middle of many permitting problems, still. Asphalt Green is hanging in there, though, according to the Authority.

    That is all the information they gave.

    Also, a BID tax is typically for businesses to pay – not residents.

    Finally there will be a CB1 Housing meeting at the Hallmark on the evening of Monday, July 23rd to fully discuss the new concept of Manhattan Seniors, a new non profit concept that will assist in allowing all of those in lower Manhattan to age in place. All should attend!

  4. Thanks Tom. BPCA is responsible for permitting. They don’t seem to be accepting this responsibility. Were they encouraging people to get refunds? I don’t believe they want AG to open.

  5. I’m with Christy, something weird is going on with Asphalt Green and BPCA -there may be arguments about how much it was needed, but it’s been built now, the time for those arguments is long gone. Now we just need to access it!

  6. There is zero sense of urgency from the BPCA. I’d they we’re really focused on serving the community they would have looked at the checklist of construction to-Dos a long time ago and taken action. THEY are responsible for monitoring progress and reporting out to the community. They have failed on both fronts. Appalling a abuse of power

  7. Sounds like a bunch of you folk should all get together for awhile and lawyer-up to get to the bottom of this there Asphalt Green-gate. It sounds like a major muckity-fuckity-up of the highest order of incompetence. More importantly, what is the story with Centrico? COME ON!! This isn’t one of those Industria Argentina “renovations.” This is prime sangria weather!! Could someone from the BPCA cross jurisdictional & operational boundaries and get Centrico back open right quick? If not, I am going to tweet the Mayor and he’s one tweetee that’s doesn’t like to be twatted.
