••• Once again, Spirit Halloween is opening one of its charmless pop-ups at the northwest corner of Broadway and Franklin. I’ll say it again: The best costumes come from your imagination, not from a bag.

••• On Wednesday, Sept. 16, Manhattan Borough President Gale Brewer and Community Board 1 are having a Small Business Round Table to discuss the challenges currently faced by businesses on the ground floor and second floor.
