Good news for a cold, gray day: Grand Banks has confirmed that it’ll be back at Pier 25 this year. Just because the floating bar/restaurant has been a hit from the start doesn’t mean it was a sure thing: Think for a second what the concession-awarding process for the Hudson River Park Trust must be like. Last year, it opened mid-May; that’s a mere three months away….
