Nosy Neighbor: Who is this memorial for?

C. wrote: “At the eastern tip of Canal Park, at Washington street by the light, there’s a little memorial with a sign that says RIP Jim. Any idea what this is for? Saw it last night but looks like it’s been there a week at least. I thought maybe it was for a homeless gentleman who often was there. He kept to himself so want sure of his name.”

There’s a blank cassette tape wrapped inside the duct tape, and a few other tokens: the wrapper from Goya Maria cookies for one.

I’ve sent word to the Parks Department to see if they know, but in the meantime, I’m wondering if someone here can shed some light…
