I do not have the answer! Hoping someone here does.

Four years ago, similar miniature busts started appearing in Bogardus Plaza. And in 2023 I could not solicit an answer from the crowd with a Nosy Neighbor post. I checked with Bogardus Plaza and they also do not have a name, but say it’s a woman who deposits them there.
