To answer your question about the Church Street side of St. Peter’s, my guess is the subway grates. That stretch of the entrance to the E train (underneath) ranges from barely tolerable in the winter time to “get out your gas mask” in the summer.
Because our Mayor is absolutely fine with public urination.
Now now Vima-no one is fine with pubic urination!
There are just some groups of people who are arrested
and others who are not.
