443 GREENWICH: ZONING VARIANCE
The developer of the 53-unit conversion at 443 Greenwich needs a zoning variance to add parking spaces. There will be 15 spaces at cellar level. Cars will enter the building through the gate on Vestry and proceed down a ramp; the exit is on Desbrosses. The spots are for residents only. Vote: 5-0.

PROPOSED BUS STOP AT 100 LAFAYETTE
Lily Travel Services runs an 18-passenger bus between New York City and State College, Pa., and the Department of Transportation wants CB1 to OK the company’s request to load and unload passengers in front of 100 Lafayette (between Walker and White). The bus has a spot in a garage for other times. The was fine with it as long as no existing parking spaces are lost as a result.

LIQUOR-LICENSE ALTERATION AND ALL-NIGHT SERVICE REQUEST ON NEW YEAR’S EVE: BAR CYRK (50 HUDSON)
What a difference a semi-colon makes. The initial agenda listed Bar Cyrk‘s request thus: “application for alteration of liquor license to 
permit extended hours and all night service on New Year’s Eve.” I assumed it was all related to Dec. 31. But at some point the agenda was revised to say: “alteration of liquor license to permit later closing hours; and to permit all night service on New Year’s Eve.” (Apologies for missing that.) Bar Cyrk’s liquor license says it can serve alcohol till midnight on school nights and 1 a.m. on Fridays and Saturdays, but it would like to stay open till 2 a.m. The committee is always telling proprietors that they can reapply for later hours after a certain period, once they’ve shown they’re a good neighbor. “We’ve been open since the end of June, beginning of July,” said owner Eric Schlagman when asked—even though Bar Cyrk actually opened in late October. A few committee members sensed a snow job, but even when Schlagman was asked again, his answer didn’t change. (He implied that maybe we were all confused by last week’s introduction of breakfast.) A nearby resident said he’d prefer to see more evidence of good behavior, especially during warm weather, before allowing later hours, while another resident vouched for Bar Cyrk. Eventually, it was decided that Bar Cyrk could have 1 a.m. on school nights and 2 a.m. on Friday and Saturday, and at September’s meeting it could try for 2 a.m. all week long. As for New Year’s Eve, the committee was fine with it. The proprietor said the party would be “family-friendly.” Vote: 6-0-1 (abstained because of late arrival).

ALTERATION OF LIQUOR LICENSE TO ALLOW LIVE MUSIC: 305 CHURCH
Los Americanos was fined $5,400 for having live music without the appropriate license, and to stop it from happening again—even though the restaurant is changing concept, menu, and name (i.e., it’s closing and you can read about it here)—owner Patrick Fahey would like the liquor license to allow for unamplified music. The problem is that Los Americanos had DJs and dancing and music, so a few committee members were wondering why they should trust him now. Eventually, his otherwise good reputation, long history in the area (Sugar, Macao Trading Co.), and relationship with members of the board carried the day. Also, you evidently need a cabaret license to have more than three musicians play, and the place only seats 35, so how bad could it end up being? The stipulations are that it can only be background music (which means you can’t hear it outside), the door has to be shut, and the music has to stop at midnight (Sunday through Thursday) and 1 a.m. (Friday and Saturday). Vote: 7-0-1 (abstained for unclear reasons).

Nothing is changing with its café seating. Of much more interest: The chair asked Ana Abramcyk if the Abramcyks were still opening the National in the old Super Linda space with chef Geoffrey Zakarian. “I think it’s still in the works,” she replied.

101 MURRAY
Not on the agenda, but the chair said that CB1 has been trying to get the developer of 101 Murray (at West Street) to come and present about its plans. The project is as of right, so there’s no requirement to discuss it with CB1, but CB1 would love to see some community space, since the building is huge (63 stories). The chair also said that the developer told them that no design had been decided on yet—even though demolition is underway and renderings exist. The developer was reminded that while it may not need CB1’s approval now, that may change about some other matter in the future, “and our memory is long.”
