  1. Neighborhood Improvement District Proposal by “Friends” of Hudson River Park? Of course!!! We want to insure our #1 city ranking. The Council for Community and Economic Research said the New York City borough rates a 233.5 on its Cost of Living Index — roughly twice the national average = Most expensive city to live in the US.
