MANHATTAN SENTINELS RETURN TO FEDERAL PLAZA
The sculptures, installed by the late Beverly Pepper in 1996, were put in storage four years ago when construction began at 26 Federal Plaza on Broadway and Reade. They may be the first sign that the project is wrapping up.
